A google search reveals loads of people having issues with this mobo, suggesting it's BIOS/UEFI is easily corrupted. It is made by Foxconn. People are also stumped as to how to recover the BIOS, no instructions can be found except HP's generic jumper pin article that does not. Although USB 2.0 slots alone currently serve as well as ever, an upgrade would better future-proof your system as more USB 3.0 compatible peripherals emerge. USB 3.0 is also backwards compatible with USB 2.0, which means you do not even have to use the newer slot functionality if you do not wish to.

I had enough parts laying around for another PC, so I bought a new case for it. I got everything else installed, but I don't know where the HDD lights and power and reset switch plugs go.

After way more googling, I found an answer. Near the SATA ports is the J18 jumper thing (visible in one of those linked pics.) This eventually led me To This. The response includes a diagram of the connector. Seems to work, though I'm waiting on a few more pieces to get it to boot something.
